Pricing pages for Singapore payroll software can be difficult to compare because vendors use different models. Some charge per employee per month. Some charge one company-level price up to a headcount cap. Some show annual-equivalent prices. Others ask you to request a quote.

This guide compares the two main pricing models for Singapore SMEs in 2026 and shows what to watch before you commit: monthly price, annual billing, setup fee, employee cap, GST, module scope and overage cost.

For live AimmPayroll numbers, use the pricing page. For a broader product comparison, see the best payroll software Singapore 2026 guide.

The two pricing models

Per-seat pricing

Per-seat pricing charges a fixed amount for each employee on payroll each month. If you add five employees, the bill rises immediately.

The upside is simple: the cost scales with headcount. The watch-out is that growth is penalised even when your workflow does not change. Hiring another employee can increase the monthly software bill even if you use the same payroll module, same statutory files and same admin user.

Per-seat pricing is common in broad HRMS products because the vendor is selling more than payroll: employee records, leave, claims, attendance, scheduling, recruitment and reporting.

Flat-rate pricing

Flat-rate pricing charges one fixed monthly or annual price for the company, up to a defined employee cap. Hiring does not change the bill until you cross the cap or hit an overage rule.

This model suits SMEs that want predictable budgeting. It is especially useful when your team is growing from 10 to 50 employees, because each new hire inside the same tier does not create a new recurring software charge.

The watch-out is fit: if you are sitting far below a tier cap and do not need the extra features, a smaller free or low-cost plan may be better.

Vendor pages change, so treat this as a buyer checklist and confirm current numbers before signing. These pages were checked in June 2026: Talenox pricing, QuickHR pricing, JustLogin pricing, HReasily pricing and Payboy pricing.

AimmPayroll pricing in 2026

AimmPayroll is flat per company, not per employee.

PlanMonthly billingAnnual billingEmployee capOverage
FreeS$0/monthS$0/year3Not applicable
StarterS$9.90/monthS$99/year10S$1/extra employee/month
GrowthS$29/monthS$290/year50S$1/extra employee/month
BusinessS$69/monthS$690/year200S$1/extra employee/month

Annual billing saves about 17 percent, roughly two months free. Growth and Business have a one-off S$200 setup fee on monthly billing; the setup fee is waived on annual billing.

The important point: the monthly plan price does not increase when you hire inside a tier. A team growing from 20 to 35 employees stays on Growth at S$29/month before any overage.

What the numbers look like at 20 and 50 employees

Here is the practical budgeting difference:

ScenarioPer-seat at S$5/employee/monthPer-seat at S$10/employee/monthAimmPayroll flat-rate fit
8 employeesS$40/monthS$80/monthStarter: S$9.90/month
20 employeesS$100/monthS$200/monthGrowth: S$29/month
50 employeesS$250/monthS$500/monthGrowth: S$29/month

This is not a claim that every S$5 or S$10 plan is the same product. It is a budgeting comparison. A broader HRMS may include modules you genuinely need. But if the job is Singapore payroll, CPF eZpay, GIRO and IRAS AIS, the pricing model matters.

Setup fees and annual billing watch-outs

When you compare vendors, ask these questions before you look only at the headline price:

  • Is the price monthly billing, annual-equivalent, or annual prepaid?
  • Is GST included?
  • Is there a setup, onboarding, training or data-migration fee?
  • Is the price for payroll only, or a larger HRMS bundle?
  • Is CPF eZpay, IRAS AIS, GIRO, leave and employee self-service included?
  • What happens when headcount crosses the plan cap?
  • Are grant-supported prices temporary or dependent on approval?

A common mistake is comparing an annual-equivalent price from one vendor against a monthly billing price from another. For AimmPayroll, the true monthly prices are S$9.90, S$29 and S$69. The lower S$8, S$24 and S$58 figures are annual-equivalent display prices.

Soft overage: when you exceed a tier

Flat-rate pricing needs one safety valve: what happens if you go slightly over the cap?

AimmPayroll uses soft overage on paid plans. If you are on Growth, which covers up to 50 employees, and you process 53 employees in a month, the overage is S$3 for that month.

That avoids forcing a full tier jump for a temporary spike, such as seasonal staff, a delayed offboarding or short-term project headcount.

Per-seat platforms handle this automatically because every employee is already billed individually. The trade-off is that the bill rises with every hire, whether the headcount increase is temporary or permanent.

What pricing does not tell you

Price is only one part of the decision. A cheaper product can become expensive if it creates deadline rework.

For Singapore payroll, ask whether the software helps before the run fails:

  • Does it flag missing NRIC/FIN, bank details, citizenship, work-pass data and CPF Submission Number before payroll is created?
  • Does CPF eZpay, GIRO and IRAS AIS come from the same reviewed payroll figures?
  • Does it keep an audit trail of edits, approvals, exports and filing evidence?
  • Does it handle foreign-worker and IR21 workflows without a separate spreadsheet?

AimmPayroll is built around that finance-operator workflow. The goal is not only to lower the subscription cost. It is to lower the amount of rework around CPF, salary payouts and year-end filing.

Which pricing model fits your situation?

Choose per-seat pricing if:

  • Your headcount is very low and the minimum plan is cheaper than a flat tier.
  • You need a broad HRMS with attendance, scheduling, claims, recruitment or performance management.
  • You are comfortable with the bill rising every time headcount rises.

Choose flat-rate pricing if:

  • You want predictable payroll software cost as the team grows.
  • You are between roughly 10 and 200 employees.
  • You mainly need Singapore payroll compliance: CPF, payslips, CPF eZpay, GIRO and IRAS AIS.
  • You are the founder, finance manager or operator running payroll personally.

Bottom line

Do not compare payroll tools by the lowest number on a pricing card. Compare the full cost at your actual headcount, including GST, setup, annual billing, overage and the modules you need.

If you want a published flat-rate price for Singapore payroll, AimmPayroll pricing is public: Free up to 3 employees, Starter at S$9.90/month, Growth at S$29/month and Business at S$69/month. You can start free and test the workflow with your own payroll data.

Frequently asked questions

What is the difference between flat-rate and per-seat payroll software pricing?+

Flat-rate pricing charges one company-level fee up to a headcount cap, so the bill stays predictable as you hire within that tier. Per-seat pricing charges per employee per month, so the bill rises with every additional employee.

Does AimmPayroll charge per employee or per company?+

AimmPayroll charges per company, not per employee, inside each tier: Free up to 3 employees, Starter S$9.90/month up to 10, Growth S$29/month up to 50, and Business S$69/month up to 200. Starter, Growth and Business have a soft overage of S$1/month per extra employee above the tier cap.

Which Singapore payroll software vendors publish pricing?+

AimmPayroll publishes full flat-rate pricing. Talenox publishes GST-inclusive per-employee prices for Payroll, Leave and Suite plans. QuickHR publishes S$5, S$10 and S$15 per employee per month tiers. JustLogin and HReasily present plans but ask buyers to request a quote or contact sales for pricing.

What setup fees should I watch for?+

On AimmPayroll, Growth and Business have a one-off S$200 setup fee when billed monthly, and that fee is waived on annual billing. For other vendors, ask whether implementation, data migration, training, grant paperwork or support onboarding are included in the quoted price.

Is flat-rate payroll software always cheaper?+

No. At very low headcount, a free or low-minimum per-seat plan may be cheaper. Flat-rate pricing becomes more attractive when the team is stable or growing inside a tier, because each new hire does not immediately add a new monthly software charge.

Are published prices usually inclusive of GST?+

It depends on the vendor. AimmPayroll prices exclude GST. Talenox states that its displayed prices are inclusive of GST. For quote-based vendors, confirm GST treatment before comparing totals.
